WSU Milperra

Mirvac, in partnership with Western Sydney University (WSU), is proposing to create a well-connected, low-rise master planned community on a 19.6-hectare site formally known as ‘WSU Bankstown Village Campus’. Following the relocation of the Campus into its new highly accessible, vertical campus in the Bankstown CBD, the masterplan proposes to renew the site through the delivery of a diverse range of low-rise dwellings alongside community enhancements set to benefit both existing and future residents.

Since 2019, Mirvac has been working with Canterbury-Bankstown Council (Council), the Department of Planning, Housing and Infrastructure (DPHI), government authorities, the local community, and key stakeholders to shape these plans for the site. Thank you to everyone who has contributed feedback along the way.

In 2023, Council endorsed the adoption of the site specific Development Control Plan (DCP) and execution of the Voluntary Planning Agreement (VPA). This sets out the community benefits and contributions the project will deliver, which can be viewed here.

In 2024, the site was rezoned to allow for residential, business, and recreation uses, alongside conservation requirements. The approved masterplan includes up to 430 new homes in a mix of terraces, semi-detached, and detached homes, along with new parks and community spaces.

Earlier this year, demolition works were completed, and the site is now cleared and ready for the next phase of construction.

What's next?

We’ve since been progressing plans for the sites redevelopment and have submitted an expression of interest (EOI) to the NSW Housing Delivery Authority for a housing-led proposal aligns with the approved masterplan.

This EOI was accepted, and we are now preparing to lodge State Significant Development Applications (SSDAs) to seek approval for the civil works and delivery of homes.

Ahead of this, a series of early works will be undertaken to prepare the site - including site-wide remediation, service relocations, and enabling infrastructure works. These works are expected to commence before the end of the year.

  1. WSU announced plans to relocate the Milperra campus to a new highly accessible, vertical campus to be built in Bankstown CBD. This is in line with WSU Western Growth strategy to revitalise campuses between peri-urban and CBD locations to facilitate high amenity, well-located learning environments.

  2. Mirvac and WSU entered a Project Development Agreement (PDA) to develop a concept scheme to re-zone WSU Milperra Campus.

  3. Early community and stakeholder consultation to help inform the planning proposal for the project.

  4. Mirvac lodged a Planning Proposal for the site at 2 and 2A Bullecourt Avenue, Milperra. During the assessment phase, the Planning Proposal, Development Control Plan and Voluntary Planning Agreement were publicly exhibited.

  5. Planning Panel unanimously recommended that the Planning Proposal proceeds through the finalisation process.

  6. Council endorsed the adoption of the site‑specific Development Control Plan (DCP) and execution of the Voluntary Planning Agreement (VPA).

  7. Development Application (DA) for demolition of the existing buildings (with the exception of the child care centre) lodged with Canterbury-Bankstown Council.

  8. Gazettal of the Planning Proposal - meaning the site has been rezoned to enable residential, business, and recreation uses, alongside conservation requirements.

  9. Demolition commencement.

  10. Demolition completion.

  11. Mirvac submitted an expression of interest (EOI) to the NSW Housing Delivery Authority for a housing-led proposal that aligns with the approved masterplan.

  12. The expression of interest (EOI) was accepted, meaning the development of the site at 2 and 2A Bullecourt Avenue is declared State Significant Developments (SSD) and will progress via the HDA planning pathway.

  13. Community engagement to provide an update on the next phase of planning including SSDA1a, seeking approval for staged site wide civil works and the delivery of 62 homes. Target lodgement of SSDA1a.
